The short answer: In South Orange County's newer master-planned communities, Mello-Roos taxes and HOA dues together often add $400 to $900 a month on top of your mortgage and base property tax. Ladera Ranch and Rancho Mission Viejo carry the highest combined costs. Older parts of Mission Viejo and Laguna Niguel often have little or no Mello-Roos. The amount varies home by home, so always check the exact property.

I grew up in South Orange County and have sold homes here full time since 2005. Mello-Roos is the single most common surprise I see for buyers new to the area, so here is how it works in the four communities I know best.

What Mello-Roos and HOA fees actually are

Mello-Roos is a special tax created by California's Mello-Roos Community Facilities Act of 1982. A Community Facilities District (CFD) issues bonds to build schools, roads, parks, and water systems for a new community, and homeowners repay them through a line item on the property tax bill. Most districts allow increases of up to 2% a year, and the tax typically runs for 25 to 40 years before it ends.

HOA dues are paid to your homeowners association to maintain common areas, pools, parks, landscaping, and community programs. Many South OC homes pay into two associations: a master association for the whole community and a smaller one for their own neighborhood.

The key difference: Mello-Roos is a government tax that eventually expires. HOA dues are private and usually rise over time.

Community by community

These are typical ranges, not quotes. Two homes on the same street can carry different amounts depending on when the tract was built and its square footage.

My take: Weigh these costs against what they give you. A newer home typically needs far less maintenance and remodeling in its first years, which can save you thousands compared with an older home. And if you will regularly use the pools, tennis courts, trails, and clubhouses your fees support, that money is often well spent. The right choice depends on how you plan to live, not just the monthly number.

How to find the exact amount and what it does to your budget

  1. Look up the tax bill. Search the property on the Orange County Treasurer-Tax Collector website. Mello-Roos shows as a CFD or special assessment line.

  2. Read the disclosures. The Natural Hazard Disclosure package includes a Mello-Roos report. New-home builders in Rancho Mission Viejo must disclose maximum CFD taxes before you buy.

  3. Ask for the HOA resale packet. It shows current dues for every association, reserves, and any planned special assessments.

  4. Ask when it ends. A CFD with five years left is worth far more to you than one with thirty.

Why it matters: Lenders count both Mello-Roos and HOA dues as fixed monthly obligations when they calculate what you qualify for. A $3,600 yearly Mello-Roos ($300 a month) plus $350 in HOA dues is $650 a month. That is money that cannot go toward a larger purchase price. Comparing homes on all-in monthly cost, not list price, is how you find the real deal.

Frequently asked questions

Does Mello-Roos ever go away? Yes. Each CFD has an end date, usually 25 to 40 years after formation. Once the bonds are repaid, the tax drops off the bill.

Can I deduct Mello-Roos on my income taxes? It depends on how the tax is structured. Ask your tax professional.

Which South OC community has the lowest fees? Older neighborhoods in Mission Viejo and Laguna Niguel often have the lowest combined costs, with little or no Mello-Roos and lower HOA dues.

Are the amenities worth the extra cost? For many families, yes. Mello-Roos funded the new schools, parks, and pools that make Ladera Ranch and Rancho Mission Viejo so popular. The key is knowing the number before you fall in love with a house.
